NOTICE is hereby given that the Harland Creek Water Association will receive written and electronic sealed bids for the construction of that certain project designated as “Phase 3A – Water Line Improvements”
until the hour of 10:00 AM, local time, on 6th day, September 2024, at the office of Waggoner Engineering, Inc., 143-A LeFleurs Square, Jackson, MS 39211; or electronically at www.waggonerengplan.com. Registration and a valid email address are required for electronic id submission. Bids are to be stated for the construction of water distribution lines and all other related items of work required to complete the project as shown and specified in the Contract Documents.

The Total Contract Time will be 180 consecutive calendar days and the liquidated damages will be $500 per consecutive calendar day thereafter. A Non-Mandatory Pre-Bid Conference will at 2:00 P.M., local time, on 15th day, August 2024 at the office of Waggoner Engineering, Inc., 143-A LeFleurs Square, Jackson, MS 39211. Deadline for questions related to Project Plans and Contract Specifications is no later than August 7th, 2024 at 3:00 pm, and must be submitted to Jamie.mcinnis@waggonereng.com. A bid bond or a certified cashier’s check in the amount of 5% of the total bid price is required.

Bid documents are being made available via paper copy or digital copy through www.waggonerengplans.com. Plans can be viewed for no charge or physically purchased at this website location. All plan holders are required to have a valid e- mail address to register for an account and log in at www.waggonerengplans.com.Purchased bid documents are non- refundable and must be purchased through the website.

The Harland Creek Water Association reserves the right to amend the specifications and contract documents as necessary prior to bid and agrees to notify all having requested bid packets. The Harland Creek Water Association reserves the right to accept or reject any and all bids and to waive any and all informalities.

The Harland Creek Water Association hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, religion or national origin in consideration for an award.

The Harland Creek Water Association Board reserve the right to accept or reject any and all bids and to waive any and all informalities.

The BID SCHEDULE may be examined at the following locations:
A. Mississippi Procurement Technical Assistance Program (MPTAP) Mississippi Development Authority, Minority & Small Business Development, Woolfolk Building 501 North West Street, Suite B 01, Jackson, MS 39201.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material, and/or supply needs.

Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Mississippi Municipality & County Water Infrastructure Grant Program (MCWI) and the Environment Protection Agency’s State and Tribal Assistance Grant Program (EPA-STAG). This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with MCWI and EPA-STAG Program Regulations.

Based on the Assistance Listing: Coronavirus State and Local Fiscal Recovery Funds and Part 2 of the US Treasury State and Local Fiscal Recovery Funds Compliance and Reporting Guidance (v3.0 February 2022) (Compliance Guide), the following Uniform Guidance provisions will be required in all contracts:
